Ann T. Moroney, AICP
President
Ann is a community and economic development planner with nearly 28 years of experience in finding solutions to challenging community development issues and public funding constraints. Utilizing sound planning principles and optimizing economic development strategies, Ann is committed to helping clients and communities overcome physical, environmental, market obstacles to development. For each client, Ann keeps a critical eye for evaluating alternative or layered economic development strategies and optimizing each project for success. She is registered with the SEC and the MSRB as a Municipal Advisor.

Ralph Kinser
Senior Financial Assistant
Ralph has 25 years experience providing project management and financial analysis services to real estate developers seeking financial assistance at city, state and federal levels. He has prepared TIF redevelopment plans, TIF incremental revenue estimates, and feasibility studies for communities and developers in Midwestern states for designation of TIF redevelopment areas, issuance of TIF-supported municipal bonds, and economic impact analyses of redevelopment projects. Ralph’s experience also includes the preparation of estimates of property and sales tax revenues and identification of redevelopment opportunity sites for communities throughout Illinois. Notable projects included bond feasibility studies for some of the City of Chicago’s largest TIFs—including the Near South TIF and the Central Loop TIF.

David J. Miller
Public Finance Analyst
David has over 18 years of experience in local and state government that includes budgeting, revenue forecasting, financial modeling and reporting, tax increment financing (TIF), and program evaluation. During 13 years with the City of Chicago in both the Department Planning and Development and Office of Budget and Management, David helped transform the City’s TIF program. David also developed funding scenarios for a variety of projects including commercial and residential development, municipal infrastructure, schools, transit, and parks. David spent five years in the program evaluation division of the Wisconsin Legislative Audit Bureau where he contributed to a variety of evaluations including Wisconsin’s welfare-to- work program and Milwaukee’s private school voucher program.

Lisa Gutierrez
Program Administrator
Lisa has over 15 years of experience in private sector real estate development. She has extensive experience in real estate project management, property management, accounting, budgeting, marketing and construction loan draws and management. Prior to joining JRG, Lisa worked with a real estate development firm specializing in retail shopping center development and property management and consulting. As part of the JRG team, Lisa manages TIF compliance and monitoring as well as project cost review and reconciliation for both public and private sector recipients of TIF assistance.
Christopher Stark
Financial Planning Analyst
Chris is a skilled financial planning analyst with over 14 years of experience in various positions related to financial planning, project development and feasibility analysis, and program management. He has expertise in economic and fiscal impact analysis, project underwriting, financial feasibility modeling, regulatory and property tax analysis, and real estate analysis, as well as proficiency in program administration, portfolio management, and database management. Chris’ work experience includes 10 years at the City of Chicago's Department of Planning and Development managing the day-to-day administration of the TIF program, overseeing the allocation of TIF revenues across the City's 132 TIF districts, and monitoring compliance with a portfolio of redevelopment agreements. Chris’ work includes private sector work in economics and market analysis firms. He holds a master's degree in urban planning and policy with a focus in Economic Development from the University of Illinois at Chicago and a Bachelor of Science degree in Political Science with a Minor in Business Administration from Bradley University.
Aline Silva
Project Researcher
Aline joined JRG in 2020 providing research assistance and administrative support. Aline is instrumental in the firm’s Annual TIF reports assignments providing review and reconciliation of disparate datasets, quality control checks, meeting facilitation, and “crunch-time” support. Aline is an integral member of JRG’s capital planning program work for Chicago Public Schools, providing pre-screening research and prioritization of school projects and available funding. Aline supports the firm’s compliance management work in various capacities from document review and preparation of compliance reports to reconciliation of project costs. Ms. Silva has a background in finance and brings a very acute attention to detail to all her assignments.
