Tax Increment Financing (TIF)

We have worked on TIFs small and large and every combination of land use and shepherded communities from TIF creation, amendment, expansion, repeal and dissolution.
TIF Application and Redevelopment Negotiation
JRG assists clients -including public, private and non-profit – with the municipal process for securing TIF project funding. We tailor the level of assistance to the needs of the client with areas typically including financial proforma development or review, incremental property tax revenue analysis and negotiation of redevelopment terms and conditions.
JRG provides comprehensive TIF program management from Annual Reporting and IRS Reporting to complex payment processes. JRG provides TIF database management assistance to aid municipalities with the consistent and transparent documentation and tracking of TIF financial and compliance data.
Project Cost Certification and Compliance
JRG provides guidance and oversight with the monitoring, documentation, and reporting of various development requirements tied to the receipt of TIF funds. JRG assists clients in preparing the most efficient and clear documentation to ensure that certificates, approvals and payments are received in a timely manner.
Project Financing Review and Analysis
JRG provides critical review and analyses of a comprehensive menu of public incentive funding options, including TIF, low income housing tax credits, historic tax credits, new market tax credits, enterprise zone benefits, Illinois affordable housing tax credits, property tax incentive classifications, low interest loans/special purpose lenders, special assessment districts, special service areas, etc.
JRG prepares detailed financial forecasts of Project-based and area-wide tax revenues that may be used in support of bond or Note issuance. JRG’s analyses are then incorporated in the offering statements prepared by bond/TIF Note underwriters.
Real Estate Financial Modeling
JRG assists private sector clients with preparation and analysis of their project’s financial pro forma, expected profitability, funding gaps, and possible solutions to funding shortfalls.
